亚洲染料工业联合会筹备工作正式启动

Preparation for Asian Dyestuff Industry Federation formally starts

4月14日10时“亚洲染料工业联合会筹备会议”在上海浦东世博展览中心隆重举行。为更好的应对世界纺织工业布局的调整和亚洲染料工业国际化程度不断加大的格局，亚洲染料工业将如何应对新的挑战和进一步促进亚洲染料工业的发展？因此，在亚洲范围内成立一个包括各国的染料制造商、贸易商协会及主要生产企业的组织机构来完成这些工作显得尤为必要。为此中国染料工业协会倡议发起成立亚洲染料工业联合会（ADIF）。亚洲染料工业联合会（ADIF）是一个拟由亚洲各国家染料工业协会（制造商协会和贸易商协会）和染颜料生产企业及相关团体、企业参加的,以推动亚洲染料工业发展为目标的非赢利性社会团体。

The “Preparing Meeting for Asian Dyesstuff Industry Federation” was held in Shanghai Expo-Mart in Pudong District at 10 a.m. on April 14. To better adapt to the adjustment of layout of textile industry worldwide and deepening internationalization of Asian dye industry, how will Asian dye industry deal with the new challenges and further promote its own development? Therefore, it is particularly necessary to establish an organization composed of dye manufacturers, traders associations and main production enterprises from all Asian countries to assume the responsibilities above. For this purpose, China Dye Industry Association proposed and initiated the establishment of Asian Dye Industry Federation (ADIF). As planned, ADIF will be a non-profit organization consisting of dye industry associations (manufacturers associations and traders associations), dye and pigment manufacturers, and relevant groups and enterprises from all Asian countries, which is aimed at promoting the development of Asian dye industry.  

参加此次会议的嘉宾有中国染料工业协会会长史献平、中国染料工业协会副会长兼秘书长田利明、印度染颜料制作商协会会长梅塔、巴基斯坦化工和染料贸易商协会会长卡布尔、韩国染料颜料工业协同组合秘书长尹鳳植、台湾染料颜料工业同业公会理事长邱茂林、总干事严永熊、香港染料商会有限公司副会长庄景凡。亚洲及地区的染料社团组织全部出席会议。还有印度Monarch Dyes & Chemicals 、印度阳光化学品公司  、巴斯夫（中国）、韩国京仁洋行、昂高化工（中国）、德司达（新加坡）、中国龙盛集团、闰土集团、吉华集团，徐州开达、江苏双乐、泰兴锦鸡、捷虹颜料等来自染料颜料公司的领导出席会议。欧洲染料颜料制造商生态及毒理学协会（ETAD）、欧洲纺织化学零排放组织（ZDHC）的相关负责人列席了会议。出席会议有9个国家及地区共计45余人。

The guests who participated in the meeting included Shi Xianping (President of China Dye Industry Association), Tian Liming (Vice President and Secretary General of China Dye Industry Association), Metha (President of Indian Manufacturers Association of Dye and Pigment), Kaboul (President of Pakistan Traders Association of Chemicals and Dye), Yin Fengzhi (Secretary General of Korean Association of Dye and Pigment Industry), Qiu Maolin (President of Taiwan Trade Association of Dye and Pigment Industry), Yan Yongxiong (Director-General of Taiwan Trade Association of Dye and Pigment Industry), and Zhuang Jingfan (Vice President of Hongkong Chamber of Commerce of Dye). Dye associations and organizations from Asian countries all attended the meeting. Other participants included the leaders from dye and pigment companies, such as Monarch Dyes & Chemicals (India), Sunshine Chemicals (India), BASF (China), Kyungin Synthetic Corporation (South Korea), Archroma (China), DyStar (Singapore), Longsheng Group (China), Runtu Group (China), Jihua Group (China), Xuzhou Kaida (China), Jiangsu Shuangle (China), Taixing Jinji (China), and Jiehong Pigment (China). Relevant representatives from The Ecological and Toxicological Association of Dyes and Organic Pigments Manufacturers (ETAD) and Zero Discharge of Hazardous Chemicals (ZDHC) also attended the meeting. A total of 45 participants from 9 countries and regions attended the meeting.  

本次筹备会议由中国染料工业协会史献平会长主持并宣读《亚洲染料工业联合会发起倡议书》、印度染料颜料制造商协会会长梅塔先生介绍《亚洲染料工业联合会章程草案》、中国染料工业协会田利明副会长兼秘书长介绍《亚洲染料工业联合会机构设置草案》，草案提议由印度染料制造商协会推荐会长人选，中国染料工业协会推荐执行会长和秘书长，在中国北京进行协会备案注册，并设置秘书处；同时在染料生产第二大国印度设置办公室。台湾染料颜料工业同业公会理事长邱茂林先生宣读《会议备忘录》，中国染料工业协会史献平会长介绍了3个亚洲染料工业联合会会徽的设计理念及意义。

Shi Xianping, President of China Dye Industry Association, presided at the meeting, and read out the Written Proposal for Initiating Asian Dye Industry Federation. Metha, President of Indian Manufacturers Association of Dye and Pigment, introduced the Draft of Articles of Association for Asian Dye Industry Federation. Tian Liming, Vice President and Secretary General of China Dye Industry Association, introduced the Draft of Organization Structuring for Asian Dye Industry Federation. The draft suggested that the president of ADIF should be recommended by Indian Manufacturers Association of Dye and Pigment, while the executive president and secretary general of ADIF should be recommended by China Dye Industry Association; ADIF should be registered and filed in Beijing, and a secretariat should be set; meanwhile, a office should be established in India, the second largest country of dye production. Qiu Maolin, President of Taiwan Trade Association of Dye and Pigment Industry, read out the Minutes of Meeting. Shi Xianping introduced the design concept and meaning of three emblems for ADIF.  

代表们对以上报告内容进行了充分讨论，非常支持成立并积极参与亚洲染料工业联合会，对以上报告内容表示同意并提出了建设性的意见，同时充分交流了各国染料行业发展现状及趋势，最后以举手表决的形式，一致通过了中国染料工业协会的倡议，《亚洲染料工业联合会章程》、《亚洲染料工业联合会机构设置草案》的文件内容和《亚洲染料工业联合会会标》，会上共同签署了《会议备忘录》，筹备会议取得圆满成功，业界同仁有信心共同推动亚洲染料工业持续发展。中国染料也将借助亚洲染料发展的动力，从染料大国向染料强国迈进。

The delegates discussed and agreed with the content above. They were very supportive of ADIF’s establishment and willing to participate in it actively. In addition, they also proposed many constructive suggestions, and discussed the present situation and tendency of development of dye industry in their own countries. At last, the Written Proposal, the Draft of Articles of Association, the Draft of Organization Structuring, and the emblem of ADIF were adopted by consensus through voting by a show of hands. The Minutes of Meeting was signed jointly by all delegates. After the successful closing of the preliminary meeting, the Asian dye industry has great confidence in driving the industry’s continuous development. China’s dye industry will also develop further by virtue of the momentum from the development of Asian dye industry, helping China become a leading country in dye production.
